Southern Pacific Transportation Company:

During his 18 years with the company, Mr. Haley served in numerous operations positions. In his various capacities in the transportation and operating department of the Southern Pacific, he provided analytical and planning support for Vice-Presidents, General Managers, and Superintendents in the management of the railroad.

The Texas Mexican Railway

Recently Mr. Haley worked as a senior manager on the Texas Mexican Railway Company, a six hundred mile regional rail line in Texas. While working on the Tex-Mex, Allen was a key member of the management team that was responsible for the successes in safety and improving operating efficiencies. While with the Tex-Mex, the railroad improved their safety record and finished in first place for Class III railroads in the Harriman Safety Award for 1996. With continued emphasis on safety and training, they completed 1997 in third place in the Harriman Safety Awards for Class III railroads. Continued improvement and emphasis helped the railroad to finish in second place for Class III railroads in the Harriman Safety Award in 1998. Allen was a member of the team responsible for The Texas Mexican Railway being named the Regional Railroad of the Year for 1998.

CONSULTING PROJECTS


  • Cross-Border Capacity Analysis: Performed capacity analysis of the rail bridge at Laredo, Texas between the US and Mexico. The analysis included a review of public and proprietary data, performance of on-site time-and-motion studies.
  • Port of Houston Rail Access Plan: As part of an engagement to examine rail access issues for the Port of Houston as they would be affected by the UP/SP merger. Mr. Haley addressed the need for improved railroad access to support future growth and offered strategies to meet the rail access requirements of its customers.
  • Expert Testimoney During Merger Proceedings: Analyzed proposed operating plans during rail mergers to determine their impact on the client's operations. From this analysis, he then prepared verified statements and provided testimony on operating issues and operating plans. With Mr. Haley's train dispatching experience he has been called on to study dispatching procedures and practices and assess the need for new protocols and procedures.
  • Development of Operating Plan: Allen conducted a commodity flows analysis on existing and diverted traffic. From the information he prepared a daily operating plan to meet the traffic flow needs of a regional railroad starting new operations.
  • Rules Training and Employee Development: Assisted a regional railroad in converting to the General Code of Operating Rules, including the development of a training program, preparing rulebooks, a new timetable and teaching rules classes. Conducted a new employee training program to train newly hired trainmen.
  • Track Safety Standards - Litigation Support: Provided litigation support on a case involving a derailment inside a facility on non-railroad owned tracks. Offered testimony on applicability of CFR 49 Part 213 Track Safety Standards.
  • Accident Investigation - AAR Railcar Safe Loading Proceedures: Coducted an accident investigation to determine the root cause of an accident involving a boxcar. Conducted mechanical inspection of bulkhead door and evaluated railcar loading proeceedures and compliance with AAR Safe Railcar Loading Instructions.
  • Accident Investigation - In-Plant Switching Proceedures: Conducted an investigation of a derailment inside a chemical facility to detemine if in-plant switching rules were complied with.
  • Hazardous Materials Regulations - Litigation Support: Provided litigation support in a case involving the release of a hazardous material. Offered testimony on FRA regulations pertaining to railroad handling of hazardous material shipments.
  • Railroad Safety Training -Railroad Safety for Contractors: Developed and conducted classroom training program for contractor employees working near railroad tracks. Program included an introduction to roadway worker protection, general safety rules, and personal protective equipment requirements.
