State & Local Tax Experience

In 1973 and 1974, Don Proctor served as an Assistant Attorney General of Maryland and as counsel to the State Department of Assessments and Taxation which supervises all real and personal property tax assessments in Maryland. During that time he handled numerous commercial and industrial real property assessment cases and complex tangible personal property tax assessment disputes before the Maryland Tax Court, and before Maryland's circuit and appellate courts.

Since 1974, Don has maintained a regular and active state and local tax assessment valuation and exemption practice throughout the State of Maryland. Don's experience in commercial and industrial real property tax assessments includes the representation of the owners of a modern 24-story 415,000 square foot Baltimore City office building, suburban office buildings ranging in size from 50,000 square feet to 100,000 square feet, a 24 building business park, a 222 room hotel, a hospital, large shopping centers, various warehousing and manufacturing facilities ranging in size up to 500,000 square feet, an 890,000 square foot electrical power tool manufacturing plant, a 3 million square foot automobile assembly plant, a specialty steel manufacturing plant, several concrete plants, a large stone quarrying and crushing operation, a chromium chemicals manufacturing plant on the Baltimore harbor, a large grain elevator facility on the Baltimore harbor, a brick manufacturing plant, and a marine contracting company's construction yard and related facilities on the Baltimore harbor.

Don's experience in corporate tangible personal property tax assessments includes classification and exemption issues in the representation of a chicken processing plant, a television broadcasting station, a cable television system, a specialty steel manufacturing plant, an electric power tool manufacturer, an automobile manufacturer, a stone crushing operation, and a grain elevator facility.

Don also has significant experience in the representation of clients in other state and local tax issues including sales and use tax, admissions and amusement tax, state corporate income tax and public service company franchise tax matters.
