Subject Moving to ND after reinstating MN b card

SO, what happens if a guy gets his MN b card reinstated, then goes the next day to North Dakota and gets a license? (he has purchased a home in ND) He should now have a "clean" ND license, correct? (ND look back period is 7 years, his last DUI was like 23 years ago). If he is stopped by police in ND, would he be treated any differently than anyone else? Of course, in MN he is branded for life.
